Bill has a B. S. degree in Civil Engineering and is a registered Professional Engineer in Illinois. He worked for District 5 of the Illinois DOT from 1985 to 1998, spending most of that time in the Bureau of Materials, working with HMA design, production, and placement issues. In January 1999, Bill started with The Heritage Group, where his role focused on supporting Heritage Group companies, and their customers, with HMA problem resolution, along with being involved with several high priority HMA projects performed by Heritage Research, such as work at the Indianapolis Motor Speedway. In September 2012, Bill became the QC Director of Asphalt Technology for Heritage Construction & Materials. In his current position, Bill supports and provides guidance to the various HMA QC departments. Bill has co-authored papers for AAPT, CTAA and TRB (including TRB Circular E-C044), along with providing courses on The Bailey Method at the Asphalt Institute (since 2004), as well as courses on location for several individual contractors and various organizations.
