Harold Mullen has been in the construction/association industry his entire career. Upon graduation from Mississippi State University in 1980 he worked with the Associated General Contractors (AGC) of Texas where he served for 15 years. In 1995 he moved to the Texas Asphalt Pavement Association where he has served as Executive Vice President since 1997 to 2023; and is now the CEO as of 2024.
In this capacity Mr. Mullen is responsible for managing the operations of TXAPA and implementing the association’s training, educational, technical, and promotional programs as determined by the TXAPA Board of Directors. He also directs the operations of the Hot Mix Asphalt Center which conducts QC/QA certification for TxDOT and industry specialists and technicians.
Mr. Mullen is a 2023 recipient of the TxDOT Road Hand Award that he sincerely appreciates. He has served on numerous local, state, and national committees concerning quality asphalt pavement. He is a Past Chairman of the State Asphalt Pavement Associations, former board member of the National Asphalt Pavement Association and the Southeast Asphalt User Producer Group. He has served as the Co-Chair of the NAPA Pavement Economics Committee, Best Quality and Competitiveness Task Group, and former chair of the Asphalt Pavement Alliance Southeast Regional Council.
Harold and his wife Cara, of 45 years, live in Wimberley, TX in the Texas Hill Country. They have three children and four grandchildren that keep them happy and busy.
