Lori Wagner serves as the District Programs Manager for the TxDOT Austin District Administration. She has 16 years of experience in transportation-related legal audits & agreements, contracting, program management, human resource programs, special projects & events, and chief policy advisor to the District Engineer and Deputy District Engineer. Lori began a career of duty and public service in 1989 when she joined the United States Navy and served in several leadership roles in her naval career. After serving her country, she became a successful small business owner, property management manager and became a high-level manager for a Central Texas construction company.
She started her TxDOT career in 2007 with the Austin District inspecting and managing a performance-based maintenance contracts for the Central Texas Turnpike System (CTTS). In 2011, Lori advanced to the Austin District Maintenance Office. By 2016, Lori became the Austin District Business Operations Manager responsible for managing all contracts, projects lettings, legal agreements, operations budget management, and federal programs like the FHWA/FEMA reimbursement program.
In 2019, Lori began to serve in her current role as the Austin District Programs Manager. Lori acts as the principal district administration officer reviewing legal documents, managing audits, directing district wide interoffice operations, assisting with district policy development, and providing advisement to the District Engineer (DE)/Deputy District Engineer (DDE) on executive level decision. Lori is also responsible for department and district initiatives, event planning, department programs, ROW usage, and special projects.
In her career at the TxDOT Austin District, Lori has led and initiated multiple human-centered initiatives such as the Mobility35 Initiative to Address Homelessness, a supportive transitional housing project called Esperanza Community. She has also initiated the TxDOT’s Human Trafficking Awareness initiative. She pioneered the first TxDOT’s Mental Health Program “Tune Up Your State of Mind” in 2023. In 2023, Lori won the 2023 Raymond Stotzer for her dedication, outstanding service, and leadership at TxDOT.

Lori spends her most valuable time with her family, hosting social events, and attending sport events.
